Payroll Manager

Position is responsible for ensuring all payroll-related requirements/events are operationalized, including support of division policies and procedures, data entry, reconciliations, inquiry management, accounting, vendor management, payroll regulatory and associated reporting requirements. Position is responsible for developing strategies to lead teams and manage related processes and systems to support Novartis M&A, divestments and NAHRS/Divisional business initiatives. Position adopts a proactive approach to leading all related components of the payroll service, internal control and reporting environment, supporting division policies and practices, associated vendor inputs and outputs, audit compliance, payroll regulatory compliance, payroll regulatory operations, specialized payroll reporting including IA activities, and, maintenance of technologies and new configurations as required.
Defines goals and objectives, creates timeframes and sets expectations of performance for tasks and subtasks assigned within the payroll team.
Develops strategies for process improvement, in response to pending and approved legislation and internal Sarbanes-Oxley and other audit requirements; enforces those standards
Leads team employees, conducts performance reviews, initiates performance and behavioral corrective actions
Leads team project initiatives such as development of systems and processes to support payroll activities for acquired companies
Provides consultative expertise, plans and delivers on requirements, in response to Division requests for modifications to benefit, compensation and payroll accounting requirements, for cross-divisional and business-specific initiatives, including IA
Seek out and implement opportunities to streamline compliance and regulatory operations
Manages relationships with others in NAHRS, Comp, Benefits, FSC and divisional business and HR leadership to resolve issues and discuss objectives
Oversees all payroll-related operations with ADP in Canada, initiates software application change requests, organizes payroll application patches and other updates as required based on legislative updates, business and policy changes
Reviews and communicates pending and approved legislation affecting payroll that may require process changes
Strategizes process improvements and payroll industry best practice methodologies
Responds to inquiries and communicates regarding breaking changes with middle and senior level executive management, and to resolve issues and discuss payroll objectives as required

Minimum requirements Bachelor's Degree in Accounting or equivalent and/or equivalent experience.
Experience with Canadian payroll
Certified Payroll Professional designation or equivalent experience.
Fluent in English and French:

Minimum ten years' experience in leadership roles within Payroll Processing, Accounting and/or Regulatory/ Compliance areas, ideally gained within a large and complex corporate environment.
Ability to multi-task & simultaneously manage a high volume of demanding projects.
Demonstrate sound analytical skills & ability to interpret data.
Good knowledge of HR processes tools, benefit plans, tax withholding and reporting requirements
Ability to focus on solutions & to initiate actions.
Flexible, adaptable & proactive.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
